Salam for Hope (formerly Al-Salam Organization) is an independent, non-profit, local non-governmental organization established in 2015. We operate based on humanitarian values and principles, striving to support and empower communities through development and relief projects.
Our headquarters is located in Al-Hasakah, with branches in Aleppo, Ain al-Arab (Kobani), the Deir ez-Zor countryside, and Damascus. We operate across the following sectors: Protection, Education, Emergency Response, Water and Sanitation (WASH), Livelihoods, and Stabilization.
Key Responsibilities :
- Financial Responsibilities
Coordinate and monitor the organization’s day-to-day financial activities and ensure that transactions are processed in accordance with approved financial policies and procedures.
Review financial transactions, invoices, claims, payment requests, and supporting documentation to ensure completeness, accuracy, and compliance before processing and approval.
Monitor expenditures, revenues, payments, transfers, and financial adjustments, ensuring that transactions are properly recorded and classified.
Follow up on accounts, financial obligations, and outstanding payments and ensure timely settlement.
Prepare, consolidate, and review periodic financial reports and statements and submit them to management and relevant stakeholders within established deadlines.
Support the preparation of annual and project budgets and monitor budget implementation and variances against approved allocations.
Monitor cash flow requirements and financial needs in coordination with the Finance Department and senior management.
Review project and program expenditures against approved budgets and highlight significant variances, overspending, or potential financial risks.
Contribute to the preparation of financial forecasts and periodic financial projections and provide relevant analysis to support planning and decision-making.
Follow up on periodic financial closing and reconciliation processes in coordination with accountants and relevant departments.
Coordinate with banks, financial institutions, and service providers when required and within approved authorities.
Ensure that financial records and supporting documentation are properly organized, securely maintained, and readily accessible when required.
Review financial data and identify trends, gaps, or issues that may support management in improving financial efficiency and resource utilization.
Contribute to the development and improvement of financial tools, templates, processes, and procedures. - Compliance and Internal Control Responsibilities
Monitor the organization’s compliance with approved financial and administrative policies, procedures, applicable regulations, and relevant requirements.
Monitor the implementation of internal controls over financial transactions, procurement, expenditures, payments, and other relevant processes.
Conduct periodic reviews of financial and administrative transactions and files to verify compliance with established procedures and documentation requirements.
Identify, document, and report instances of non-compliance, control weaknesses, or procedural gaps to the relevant management.
Contribute to the identification and assessment of financial, operational, and compliance risks and recommend appropriate mitigation measures.
Follow up on corrective actions arising from internal and external reviews and ensure that findings are addressed and closed within agreed timelines.
Support management in strengthening internal control systems and procedures to reduce financial and operational risks.
Monitor compliance with the organization’s delegation of authority and financial approval levels and flag any unauthorized or exceptional transactions.
Identify and report potential conflicts of interest, misuse of resources, financial irregularities, or other compliance concerns through established reporting channels.
Contribute to the review and updating of financial and compliance policies and procedures in line with organizational and donor requirements.
Monitor applicable regulatory and statutory requirements relevant to the organization’s operations in coordination with management and relevant stakeholders. - Audit and Review Responsibilities
Coordinate with internal and external auditors, regulatory bodies, and donors when required and facilitate access to relevant information and documentation.
Prepare and organize financial records and supporting documents required for audits and reviews.
Follow up on audit findings and recommendations and coordinate with relevant departments to identify and address underlying causes.
Develop, coordinate, and monitor corrective action plans arising from audit findings and provide regular updates on their implementation.
Support project-specific and donor-related audits and ensure the availability and completeness of supporting financial documentation.
Monitor compliance with donor financial requirements, including approved budgets, financial reporting, and supporting documentation. - Risk Management and Institutional Compliance
Contribute to the identification and assessment of financial, operational, and compliance risks related to the organization’s activities.
Maintain and follow up on the financial and compliance risk register in coordination with relevant departments.
Recommend preventive and corrective measures to mitigate identified risks and strengthen compliance.
Support transparency, accountability, and the proper stewardship of the organization’s financial resources.
Support the implementation of anti-fraud, anti-corruption, conflict-of-interest, and other relevant organizational policies.
Ensure the confidentiality and appropriate handling of financial and administrative information in accordance with established access levels.
Report suspected financial irregularities, fraud, misconduct, or significant compliance concerns through approved reporting and escalation channels. - Coordination, Reporting, and Management Support
Coordinate closely with Finance, HR, Procurement, Programs, and Senior Management to ensure effective integration of financial and compliance processes.
Provide technical support and guidance to departments regarding financial procedures, compliance requirements, and internal controls.
Prepare periodic management reports covering financial performance, compliance status, identified risks, audit findings, and corrective actions.
Provide financial and compliance analysis and information to support management decision-making.
Contribute to staff awareness and capacity-building activities related to financial policies, procedures, compliance, and internal controls.
Participate in relevant financial, compliance, audit, and management meetings and provide observations and recommendations within the scope of the position.
Perform any other duties and responsibilities relevant to the position as assigned by management.
Required Qualifications and Experience :
- University degree in Accounting, Business Administration, Public Administration, or a related field.
- At least 5 years of experience in administration or operations, preferably within humanitarian organizations.
- Strong Technical, analytical, coordination, communication, and report-writing skills.
- Good knowledge of MS Office and relevant project management/monitoring tools.
- Fluency in English and Arabic.
- Ability to maintain confidentiality and respect at all times.
